Every month
Written in advance, played out live, and the outcome sticks. Last month's dock fire is still a closed road.
The freight contract for the north dock goes to open bid. Whoever wins it controls the only legal import route for the next three months, and everyone else has to deal with them.
Power goes down across three districts. No streetlights, no cameras, no card payments. Police staffing is halved on purpose. Bring a torch and a plan.
City council seats are decided by an in character vote. Candidates campaign for three weeks beforehand, and the winner actually sets two policies that staff will implement.
